If an ATV is licensed in another state and meets the requirements to be licensed as a motorcycle in South Dakota, you can obtain a temporary non-resident license from the Department of Revenue. Unless you intend to operate the vehicle on park or public roads, or if the ATV is less than 200cc, no license is required.
