You must have a driver's license to operate an ATV on any street, highway, or public lands in Ohio. Children less than 16 years of age cannot operate an ATV unless it is on private property owned by or leased to their parents or guardian. They must also be accompanied by a licensed motor vehicle operator who is at least 18 years-old.
