You must be at least six years-old and have an ATV safety certificate to operate an ATV. Riders under the age of 10 can only ride on private property with the property owner’s permission. Riders ages 10 and 11 can also operate an ATV of up to 90cc on public lands or frozen lakes if they’re accompanied by a parent or guardian. Riders who are 12 to 15 years-old can operate on road right-of-ways and make road crossings when accompanied by a parent or guardian who is 18 years or older and has a valid driver’s license. Sixteen and 17-year-olds must have a valid driver’s license and a safety certificate to operate on legal road right-of-ways.
All riders under the age of 18 must wear a D.O.T.-approved helmet and meet the fit requirements for the ATV: Riders must be able to properly reach and control the handlebars and reach the foot pegs while sitting in an upright position on the ATV.
