People 12 years-old and up may operate an ATV in Virginia, however there are stipulations regarding the sizes of the ATV engines. Those who are 12-16 years of age may operate an ATV with an engine with no more than 90 cubic centimeters displacement. Those under 12 may operate an ATV with an engine with no more than 70 cubic centimeters displacement.
